You are the park’s new safety lead. Fourteen times, someone is about to do something risky, and you decide what Kestrel may do: let them go, warn them and let them decide, stop them with a way to override, or stop them for good. Each card tells you the odds, how bad it could get, how often Kestrel is right, and who else is at risk. Twice, the person is you.
