Confirmed 31 Oct 2026 · Labs A one-minute read

Apple will ship its China AI features on Alibaba's Qwen model, starting November 4.

Apple's China newsroom says Qwen will power Siri, Writing Tools, Visual Intelligence and a new Create feature, in a developer beta from November 4 and iOS 27.3 in December. Caveat: the release names no commercial terms.

Until now

Apple keeps its AI in-house, with OpenAI as the one outside model.

Now

In China, a Chinese lab's model generates content inside Apple's operating system.

Why it matters

Apple had no AI features in China. Now the generation layer there belongs to Alibaba. Apple controls the consent screen, not the model. Every rule a Chinese regulator puts on Qwen now reaches inside iOS, and Alibaba gets distribution no Chinese lab could buy.

Established

  • Apple's own newsroom names Qwen in Siri, Writing Tools and Visual Intelligence.
  • The developer beta starts November 4; iOS 27.3 ships in December.
  • Qwen powers Create, which generates original text and images in Writing Tools.

Not established

  • What Apple pays Alibaba, or whether money moves at all.
  • How much runs on the device and how much on Alibaba's servers.
  • That the next-generation Siri from WWDC 2026 reaches China.

The record

Apple published a press release on its China newsroom on October 31, 2026, headlined Apple Intelligence is coming to China. We read it at apple.com.cn. The release says Apple worked with Alibaba to bring Qwen support to parts of Apple Intelligence, naming Siri, Writing Tools and Visual Intelligence, for text and image understanding. Qwen can answer questions about a user's photos and documents, including PDFs and presentations. Qwen powers Create, the feature that generates original text and images inside the system-wide Writing Tools. Users sign in with a Qwen account or with Sign in with Apple. The first wave of features for China is listed as Live Translation, Clean Up, Writing Tools, Visual Intelligence, Genmoji, natural-language photo search, Memories movies, Priority Messages, mail summaries, Smart Replies, notification summaries, Priority Notifications, Reduce Interruptions, audio and call transcription in Notes and Phone, Type to Siri, and Create. The release excludes the next-generation Siri announced at WWDC 2026. Testing begins with the latest iOS developer beta on November 4; the public release comes with iOS 27.3 in December. Devices named: iPhone 16 and later, iPhone Duo, iPhone 15 Pro, iPhone 15 Pro Max and iPhone Air. Siri and device language must be English or Simplified Chinese. Support on other platforms launches after necessary approvals. The only named contact is Sally Zhang. Reported, not read by us at Alibaba: Alibaba announced the same partnership that day on its official WeChat account, and chief executive Eddie Wu said Qwen would integrate deeply into Apple's ecosystem. Also reported: China's industry ministry approved Alibaba's models for several Apple handsets earlier in October. Not established: what Apple pays, how requests split between device and server, and whether Alibaba trains on the traffic.

  3. Oct 9

Who has to react

OpenAI, which supplies this layer everywhere else; Baidu, named in July and absent now; Chinese regulators, who now hold a lever inside iOS; Samsung and other Android makers in China; American lawmakers who have objected to Chinese models in American products; app developers facing the November 4 beta.

What to watch

  • Would strengthen itThe November 4 developer beta ships in China with Qwen named in Settings and no non-Chinese provider offered, or Apple states that no foreign model serves Apple Intelligence in China, by December 31, 2026.
  • Would weaken itApple adds a second provider for China, or its own server models answer Create requests there, or Apple ships the WWDC 2026 Siri in China, by June 30, 2027.

Why it weighs this much

Signal strength
CostMedium
CommitmentHigh
ReversibilityModerate
PersistenceYears

Cost is medium: integration work and an approval process, but no disclosed payment. Commitment is high, because a dated press release from Apple's own newsroom with a beta 4 days out and an operating system version attached is not a plan, it is a release schedule. Reversibility is moderate: Apple could swap the provider in a later version, as it has changed suppliers before, but not before shipping this one. Persistence is years rather than structural, because it lasts as long as the regulatory position that produced it.
