Signal is not news. A news feed reports what was said. Signal records what was done, because doing something costs money, staff, legal exposure or a position that is hard to climb back down from, and saying something costs nothing.

- A company says it takes safety seriously and supports regulation.

- The same company files a comment asking for the rule to be narrowed, signed, on the docket, on a dated deadline. That is an action. It has a cost, an author and a record.
Every signal carries the source by name, what the action does and does not establish, and a dated test that would show we read it wrong. When that date arrives, it settles in public.
