Confirmed 29 Oct 2026 · Capital A one-minute read
Canada took an equity stake in Cohere's record CAD $7 billion round.
Cohere announced the initial close of a Series E targeting up to CAD $7 billion at a CAD $35.7 billion valuation. Caveat: the amount actually closed was not disclosed.
Governments fund AI through grants, procurement and research institutes.
A government now holds shares in a frontier AI company.
Why it matters
Germany's digital minister congratulated a Canadian company on a round led by a German retailer. Sovereign AI is becoming a club of mid-sized states buying stakes rather than building laboratories. The money is real and the scale is not American: CAD $7 billion is about 2 weeks of Amazon's capital spending.

The record
Cohere issued a release dated Toronto, October 29, 2026, at 11:45 Eastern, distributed through PR Newswire, which we read. It announces the initial close of a Series E "targeting up to CAD $7 billion" at an implied valuation of CAD $35.7 billion, described as the largest private capital raise in Canadian history. The round is led by companies of the Schwarz Group. New investors named: Bell Ventures, Bullhound Capital and the Government of Canada. Returning investors named: Inovia Capital, NVIDIA and Prosperity7 Ventures. The release says the Government of Canada is taking an equity stake and gives no amount. On the business: annual recurring revenue grew 165% year over year for the period ending the third quarter of 2026, and the customer base grew 20 times over the past year, to 300 customers. Named customers include Aston Martin Aramco, Bell Canada, Fujitsu, RBC, RWS, PwC, TD Bank and TKMS. The release cites a McKinsey projection of a $600 billion sovereign AI market. Quoted: Aidan Gomez, chief executive and co-founder, on "the largest private capital raise in Canadian history"; Mark Carney, prime minister of Canada, that "Canada's investment in Cohere is an investment in choice, in security, and in our ability to live our lives as we choose"; Evan Solomon, minister of artificial intelligence and digital innovation, that "It is not enough for great companies to start in Canada"; Christian Muller, chief executive of Schwarz Digits, that "Digital sovereignty is about strategic choice, interoperability and holding the keys to our own data"; Francois Chadwick, chief financial officer, on scaling across North America, Europe and Asia; and Karsten Wildberger, Germany's federal minister for digital transformation, congratulating Cohere. Reported earlier and not part of this close: a memorandum of understanding with the Government of Canada dated August 19, 2025, and a Schwarz Group commitment of about $600 million announced on April 24, 2026. Not established: the amount closed, Canada's stake or sum, absolute revenue, and whether the CAD $7 billion target is reached.
How it got here
- Aug 19 2025
Cohere signed a memorandum of understanding with the Government of Canada. Reported: it covered sovereign AI deployment and carried no equity.
- Sep 16
Edition 024 carded Canada and Germany putting public money into LawZero, a non-profit building AI meant to have no goals of its own. The same 2 governments appear here.
- Apr 24
Reported: Schwarz Group said it intended to lead Cohere's Series E with about $600 million of structured financing. Today's release names it as lead investor.
- Oct 29
Cohere announced the initial close at 11:45 Eastern, with the Government of Canada listed among new investors, no amount given, and the prime minister quoted in the release.
Canadian taxpayers, now shareholders in a loss-making company; the opposition parties who will ask the price; Nvidia and Prosperity7, whose stakes were diluted or defended; Mistral and Aleph Alpha, competing for the same sovereign buyers; and the European governments watching the template.
What to watch
- Would strengthen itThe Government of Canada discloses the size of its Cohere stake in a budget document or public filing, or another government takes equity in an AI laboratory, by June 30, 2027.
- Would weaken itThe final close comes in below CAD $4 billion, or Canada's participation proves to be a loan, guarantee or convertible instrument rather than equity, by June 30, 2027.
- Would strengthen itCohere announces a sovereign deployment contract with a government outside Canada, by December 31, 2027.
Why it weighs this much
Cost is high: money changed hands at the initial close, and a government equity cheque has to survive a budget line and an audit. Commitment is high, because the round is announced with named investors, a stated valuation and a prime minister quoted by name, which is not walked back quietly. Reversibility is low: shares bought are shares held, and a state selling out of a national champion is a political event in itself. Persistence is years, because the valuation sets the floor for the next round and the Canadian stake will appear in public accounts until it is sold.
The words
- Initial close
- The first tranche of a funding round, taken while the rest is still being raised. The announced target is an intention, not money received.
- Annual recurring revenue
- Subscription revenue restated as a yearly figure. A growth rate given without a base figure says nothing about size.
- Sovereign AI
- AI built, hosted and governed inside one country's jurisdiction, so that data and model control do not sit with a foreign supplier.
