Google contracted 702 megawatts of carbon-capture fuel cells for a $17 billion Wyoming site.

Google announced its first Wyoming data centre, in Laramie County near Cheyenne, 2 days after voters in 10 states decided 41 data centre measures. It will be air-cooled and run largely on power Google contracted itself.

Until now

Data centres compete for grid power and local water, and lose votes.

Now

A buyer can contract new generation of its own and skip the water.

Why it matters

The complaints that won on November 3 were about power bills and about water. Google's answer contracts new generation rather than drawing on the existing grid, and cools with air instead. Whether the fuel cells and the carbon capture arrive as described is the whole question.

Established

  • Google contracted a 702 megawatt fuel cell project with carbon capture, through AEP.
  • Bloom Energy will make the fuel cells, and the site will be air-cooled.
  • Google says its contracted carbon-capture capacity will reach nearly 1 gigawatt.

Not established

  • When any of it runs. Google published no construction or completion dates.
  • That carbon capture works at this scale. None is operating.
  • The price of the power, or who pays if the capture fails.

The record

Thursday November 5, 2026: Google published its Wyoming data centre announcement, read at blog.google, authored by Steve Walter, vice president for global infrastructure and energy. It describes a long-term $17 billion investment and Google's first data centre in Wyoming, in Laramie County near Cheyenne. On power, Google says it is working with Tallgrass Energy, Black Hills Energy, American Electric Power and Related Digital, and that the project is contracted with American Electric Power for a 702 megawatt fuel cell development with carbon capture and storage, which Google calls the largest planned project of its kind. Bloom Energy will manufacture the fuel cells. Google is also sourcing power from gas generators run by Tallgrass and Black Hills, and says it is studying whether to add carbon capture to Tallgrass's combined-cycle turbines. With this project, Google says its total contracted carbon-capture capacity will reach nearly 1 gigawatt. On water: the data centre will be air-cooled, in Google's words to minimise strain on local water resources, and Google says it will also invest in local water replenishment. On employment: more than 8,800 jobs statewide during construction, about 2,500 of them on site at peak, and roughly $610 million in average annual labour income during the build; once operating, more than 3,700 jobs annually, including 250 direct roles. On money to the county: Google expects hundreds of millions of dollars in local property taxes for Laramie County and Laramie County School District 1, plus community investment in schools, workforce development and economic initiatives, and targeted grants. The announcement carries no construction start date, no completion date, no megawatt figure for the data centre load itself, no capital split between the campus and the power, and no direct quotation from any Google or Wyoming official. Not established: the cost of the power, the contracted term, the capture rate the project must achieve, who bears the cost if capture underperforms, the regulatory approvals still outstanding, and whether any of the fuel cell capacity is yet permitted.

Who has to react

American Electric Power, Tallgrass Energy, Black Hills Energy and Bloom Energy, which must deliver; Wyoming's public service commission and Laramie County; the Environmental Protection Agency, which oversees carbon storage wells; OpenAI, which 1 day earlier promised to pay its own grid costs; every state that just voted.

What to watch

  • Would strengthen itGoogle or another operator announces a second air-cooled, self-generating campus citing power cost or water, or files the Wyoming permits with capture included, by June 30, 2027.
  • Would weaken itThe carbon capture element is dropped, reduced below 350 megawatts, or the Laramie County project is delayed past 2028 in a Google or American Electric Power filing, by December 31, 2027.
  • Would strengthen itGoogle's contracted carbon-capture capacity passes 1 gigawatt, or Bloom Energy discloses a second order above 500 megawatts from a data centre buyer, by March 31, 2027.

Why it weighs this much

Signal strength
CostHigh
CommitmentMedium
ReversibilityModerate
PersistenceStructural

Cost is high: $17 billion is a published figure and a 702 megawatt fuel cell order is a real industrial commitment for Bloom Energy and American Electric Power. Commitment is only medium, because an announcement with no dates and no permits named is a plan, and Google has paused projects before, as Finland showed in October. Reversibility is moderate for the same reason. Persistence is structural: if a campus can generate its own power and use no water, the strongest local objections to data centres lose their object, and the design becomes the template others copy.

The words

Fuel cell
A device that turns gas into electricity through a chemical reaction rather than by burning it, on site, without using the public grid.
Carbon capture and storage
Collecting the carbon dioxide a plant produces and pumping it underground instead of releasing it. Few projects run at this size.
Air-cooled
A data centre cooled by moving air rather than evaporating water. It uses more electricity and almost no water.
Contracted capacity
Power a buyer has signed for but which may not yet be built, permitted or generating.
