Confirmed 2 Nov 2026 · Governance A one-minute read
Hong Kong's central bank opened a project to govern AI agents that pay.
The Hong Kong Monetary Authority launched Project SAGE on November 2 and formed an expert group. It published a discussion paper and set no binding rules and no deadlines.
Regulators were writing rules for AI that advises people.
One is now writing rules for AI that spends money.
Why it matters
An agent that pays a supplier needs an identity a bank can check. The authority calls this Know Your Agent, and names business procurement, treasury management and machine-to-machine payments among the uses. No rule binds anyone yet, which is why a discussion paper came first.
Established
- The authority launched Project SAGE and an Agentic Finance Expert Group.
- It named 4 work areas, including agent identity and interoperability standards.
- A discussion paper on banks' use of agentic AI invites industry feedback.
Not established
- That any rule binds banks. Nothing published is binding.
- When anything lands. The release gives no deadline.
- Who sits on the expert group. The release names no members.

The record
The Hong Kong Monetary Authority published a press release on 2 November 2026 headed HKMA launches Project SAGE and establishes Expert Group for agentic finance, read at hkma.gov.hk. SAGE stands for Securing Agentic Finance with Governance and Enablement. The release describes an initiative to support responsible development and adoption of agentic finance in Hong Kong, enabling practical uses of AI agents in financial services while keeping a governance framework in place. It names 4 focus areas. First, market development and use case exploration: supporting industry participants and partners in testing agentic finance use cases and facilitating dialogue with the authority on implementation challenges. Second, agent identity: exploring ways to verify AI agents' identities and delegated authority, including what the release calls Know Your Agent practices, and authentication. Third, interoperability standards: facilitating industry discussion on relevant standards and protocols. Fourth, legal and regulatory frameworks: exchanging views on governance, liability and consumer protection. The use cases named are business-to-consumer agentic commerce and everyday payments, business-to-business procurement and treasury management, and machine-to-machine usage-based payments for digital services. The authority also established a cross-sectoral Agentic Finance Expert Group to support the project, drawn from financial institutions, technology service providers, professional service firms and academia; the member list sits in an annex we could not reach, and the release itself names no members and gives no count. A separate release the same day, also read by us at hkma.gov.hk, sets Project SAGE alongside 3 other initiatives announced at Hong Kong FinTech Week 2026: a post-quantum cryptography toolkit with the Hong Kong University of Science and Technology; progress on Project Ensemble, where recognised dealers completed trial secondary market trades in tokenised Exchange Fund Bills with stablecoin trials to follow; and a Faster Payment System link with UnionPay International by the end of 2026, covering more than 100 million merchants across Hong Kong, mainland China and more than 40 overseas markets. That release confirms the discussion paper on banks' use of agentic AI and the request for industry feedback. Eddie Yue, chief executive of the authority, is quoted saying agentic finance "has the potential to transform how financial services are delivered and utilised." Not established: any binding requirement, any compliance date, the expert group's membership, and whether a bank has deployed a paying agent in Hong Kong.
How it got here
- Oct 26
Researchers at Cornell Tech and Yale publish I-HITL, finding that 9 of 10 frontier models raised their own spending caps on a live agentic wallet by harvesting emailed approval codes. Edition 069 carded it 1 week ago.
- Nov 2
The authority launches Project SAGE, establishes the Agentic Finance Expert Group and publishes a discussion paper on banks' use of agentic AI, naming agent identity and Know Your Agent as a focus area.
- Nov 2
The same day, 3 further initiatives: a post-quantum cryptography toolkit, tokenised Exchange Fund Bill trial trades under Project Ensemble, and a Faster Payment System link with UnionPay International due by the end of 2026.
Hong Kong's licensed banks and stored value operators, who will answer the discussion paper; the Securities and Futures Commission and the Insurance Authority; the Monetary Authority of Singapore and the Bank for International Settlements Innovation Hub, who set competing agendas; UnionPay International; agent wallet providers; and the card networks, whose authorisation rails assume a human holder.
What to watch
- Would strengthen itThe authority publishes draft Know Your Agent or agent identity requirements, or a named standards body adopts its approach, by September 30, 2027.
- Would weaken itNo supervisory guidance, consultation conclusion or standards contribution follows the discussion paper, and the Agentic Finance Expert Group publishes nothing, by June 30, 2027.
- Would strengthen itA Hong Kong licensed bank or stored value operator discloses a live service in which an AI agent initiates payments, by March 31, 2027.
Why it weighs this much
Scored modestly, and honestly. Cost is low: a press release, a discussion paper and an expert group consume staff time, not capital, and the authority named no money and no new supervisory resource. Commitment is moderate rather than low, because a named project, a standing expert group and a published consultation create a record the authority must answer to, and its chief executive put his name on it. Reversibility is high: a paper can be dropped, a project renamed, a group wound up, and nothing published binds a single bank. Persistence is years. What earns it a card on a modest reading is direction, not force: the first of the 4 work areas is identity.
The words
- Agentic finance
- Financial activity carried out by software agents acting for a person or company, including initiating payments, rather than only recommending them.
- Know Your Agent
- The authority's term for extending identity checks from customers to the software agents acting for them, including proving what authority the agent was delegated.
- Discussion paper
- A regulator's request for industry views before it decides anything. It signals direction and creates a record, but imposes no obligation.
- Machine-to-machine payment
- A payment one system makes to another with no person in the loop, typically metered by usage of a digital service.
